Unlock 4.0 guidelines - School Reopen news 


The Union Home Ministry on Saturday issued guidelines for Unlock-4. It will allow Metro Rail to operate in a phased manner from September 7, while social, political and religious programs with a maximum limit of 100 persons will be allowed from September 21.


Unlock 4.0 Guidelines - for schools, colleges


Schools, colleges, other educational institutions will remain closed till September 30. However, some relaxation has been given for students from 9th to 12th standard. In an important direction, the Home Ministry said that the state governments will not enforce any local lockdown outside the detained areas without consulting the Centre.

The Home Ministry said that after extensive discussions with the States and Union Territories, it has been decided that schools, colleges, educational and coaching institutes will remain closed till September 30 for students and regular classroom activity.


Government to encourage online study:

Online study will be improved and enhanced 

Online or distance learning will be allowed and it will be encouraged. Up to 50 per cent of teaching, non-teaching staff in states and union territories can be called to schools for online teaching, tele-counselling related work, the ministry said.

As per the guidelines, students from Class IX to XII can be allowed to go to school on a voluntary basis to seek guidance from their teachers in schools located outside the detained area.

Unlock 4.0 Guidelines : for Social, Academic and political Events


Prime Minister Narendra Modi had announced the implementation of the countrywide lockdown from March 25 to deal with the corona virus epidemic and was phased out till May 31.

The unlock (exit lockdown) process in the country began on June 1 with commercial, social, religious, and other activities being systematically reopened.

According to the guidelines issued by the Ministry of Home Affairs for UNLOCK-4, social, political, religious programs with a maximum limit of 100 persons will be allowed from September 21.

As per the guidelines, however, such programmes will require wearing masks, observing social distances, thermal scanning and hand washing or using sanitizer.

Permission to hold political and other events has been granted ahead of bihar assembly elections. In Bihar, assembly elections are proposed in October-November.

Unlock 4.0 Guidelines : for Cinema Halls, parks, Air Theatre news 


According to these, cinema halls, swimming pools, amusement parks, theatres and similar places will remain closed and international air travel will remain suspended except for the travel approved by the Ministry of Home Affairs. As per the guidelines, open-air theatres will be allowed to open from September 21.

Unlock 4.0 Guidelines : for Metro , trains


The operation of Metro Rail will be allowed from 7th September in a systematic manner by the Ministry of Housing and Urban Affairs and Ministry of Railways in consultation with the Ministry of Home Affairs.

Standard Operating Procedure (SOP) will be issued by the Ministry of Housing and Urban Affairs in this regard.

Sources said, the SOP has already been publicized to run metro trains and it will be discussed and finalised by the Ministry of Housing and Urban Affairs through a video conference on September 1.

Sources said, all suggestions will be considered in the video conference and the SOP will be finalised thereafter.

The Home Ministry said that unlock will take effect from September 4 and will be effective until September 30. The new guidelines are based on feedback from States and Union Territories, and extensive discussions have been held with the concerned Central Ministries and Departments.

Skill or entrepreneurship training will be allowed in National Skill Training Institutes, Industrial Training Institutes (ITIs).

The lockdown in the detained areas will remain strictly enforced until September 30.

There will be no restriction on inter-state and inter-state activity of persons. Such activities will not require any different permission, sanction, e-permit.

The Home Ministry said individuals over 65 years old, people suffering from serious illnesses, pregnant women and children under 10 years of age are advised to stay in homes, meeting essential needs and excluding health objectives.
